When the person first crosses over, he is exactly the same as he was before leaving the Earth plane. The mental, emotional, and spiritual person doesn't change. That means the person who first crosses over isn't going to have the interest or maturity to go traveling around the Earth plane. So on that plane next to the Earth plane, people are not so interested in traveling and discovering.
And some people when they first cross over don't realize they've died; they think they're in a dream. Others are thrust out of life so quickly, as in an explosion, that their mind is still functioning as though it were in the body. Those people do stick around their familiar surroundings, but just because they don't realize they're dead yet.
Other people have issues or interests in the area in which they lived and will stay on the Earth plane, in spirit, for weeks, years, or even centuries. They aren't mature enough to understand they could travel elsewhere and are too preoccupied with the place where they were, so they don't leave.
People can both come back to their loved ones when their loved ones think of them, and can simply decide to come back to any area of the Earth plane. Most have their own continuing lives on the next plane and are busy there, so they don't stick around the Earth plane all the time, but they come when their loved ones call or are in distress.
Groups of helpers and rescuers come to the Earth plane during times of crisis and go to the place where the crisis is occurring.
However, for people who mature some, mentally, emotionally, and spiritually after leaving the Earth plane, the story is much more exciting. We'll be able to travel to any part of the Earth plane, but also to other spheres of existence and other planets. When we've matured sufficiently, we can even travel to a period in time on Earth (since there is no time except on the Earth plane) and experience what happened, anywhere in time or in the world.
They tell us from the next planes of life that we can't even imagine what it's like there. There are incredible opportunities to learn and experience. At some level, everything we could ever desire or wish for is available. I personally am very anxious to visit Elizabeth I's court. I suspect I must have been part of it in a past life because I have such an unusual fascination with it.
