Hi Phil,
Alf says they actually called him "Old Bill" rather than "Billy." Out of curiosity I checked the white pages just for London and found 150 Smarts. Two were W. Smarts and four B. Smarts. The directory I used didn't give first names.
I also looked up the history of Billy Smart's Circus and couldn't find a mention of his being called "Old Bill."
It's just a common name.
